Does anyone know these hoods?

I received this photo anonymously yesterday, and couldn't help but notice there where two Essentials Items on the dude in the back of this retired cop car that is rolling back to the border in Tijuana. I also noticed that the girl has a fucked up three week old manicure and her eyelashes painted on. I would love to know who took this shot, could end up a book cover.
